BSNLEU election campaign meeting at Sitamari, Muzffarpur SSAs of Bihar.

BSNLEU, Muzffarpur District, Bihar circle, conducted an election campaign meeting at Sitamari on 29-08-2019. Com. Swapan Chakraborty, Dy.GS, Com. B.P.Singh, circle secretary, Laxam Kumar,ACS, Manoj Srivastava,District Secretary, Muzffarpur addressed the meeting. The leaders in their speech elobratedly explained to the employees the reasons for BSNL's present unprecedented financial crisis, government's conspiracy to kill BSNL, by implementing VRS, reduction of retirement age from 60 to 58 etc., and appealed to the employees to save the company and employees. Achievements of the union during last 3 years also explained. Workers responded very enthusiastically. The meeting was presided over by com Ramshovit Singh, District President of Muzffarpur.
Before that, similar meetings were also addressed by union representatives at Samastipur SSA on 27th August,2019, Motihari district and Betiah district on 28th August,2019. Everywhere workers confirmed their strong support to BSNLEU in the forthcoming 8th Membership Verification to be held on 16th September, 2019.

4G spectrum and Financial Assistance for the revival of BSNL, are the hard won demands of the unions and associations, through united struggles..

The government has decided to provide 4G spectrum and Financial Assistance for the revival of BSNL. We must understand that these are not windfall gains for BSNL, but hard won demands of the unions and associations. The unions and associations of BSNL, initially under the banner of the Forum and presently under the banner of the AUAB, have conducted heroic strikes and various other campaigns, almost for the past four years, demanding steps for the revival of BSNL. The officers and employees of BSNL have massively participated in all these struggles, braving wage-cuts and other threatenings by the BSNL Management and the government. We cannot forget the fact that the government invoked ESMA to crush the 3 day strike of the BSNL employees, organised from 18th to 20th of February of this year. On it's part, the BSNL Management issued charge sheets and FR 17As to the leaders of the AUAB, to crush our struggles. The employees are threatened of disciplinary actions by the Management, even for participating in demonstrations and dharnas. However, withstanding all the repressions, the officers and employees of BSNL showed like rock-like determination and massively participated in all the united struggles and campaigns. Through the programmes like street corner meetings, rallies and human chains, the unions and associations massively campaigned among the people also, which won public sympathy for the revival of BSNL in a big way. Whatever is achieved now for the revival of BSNL, is undoubtedly the reward for the sustained and united struggles of the officers and employees of BSNL.

Corporate Office allots funds to remit two months’ society deductions.

The BSNLEU and AUAB have organised agitations, demanding that the Corporate Office should remit the amount deducted from employees’ salaries, towards society dues. Now, the Corporate Office has allotted funds to remit two months’ society deductions. We will continue to insist that the entire deducted amount should be remitted without delay.

Idea Cellular's second quarter loss rises to Rs.1,107 crores.

The Idea Cellular, one of the major telecom company, has already gone into loss. The Company’s loss for the second quarter has risen to Rs.1,107 crores. It is also reported that Idea Cellular’s revenue has fallen by 19.7% in the second quarter. It’s revenue collection in the second quarter of 2016 was Rs.9,300 crores. Whereas, it’s revenue collection for the second quarter in 2017 is only Rs.7,465 crores.

''Winds of war'' blowing around the world - Pope Francis expressed his sadness in his Christmas message.

In the Christmas message, Pope Francis has expressed concern that, tension has gripped many areas of the world. He has stated that winds of war are blowing in many parts of the world. He has made particular mention about those areas of the world, where tension is created by the recent provocative steps taken by the US president, Donald Trump. He has stated that, “ suffering is reflected in the faces of the little children in the Middle East”. This is the area, gripped by tension by the recent announcement of Donald Trump that Jerusalem should be the capital of Israel. The Pope has also prayed for an end to the confrontation escalating in the Korean Peninsula. This is the area, where tension is being built by the US. It is having thousands of atom bombs, sufficient to destroy this world many hundred times. But, it is threatening that the North Korea should not test nuclear bombs.

BSNLEU raises it's objection with the CMD BSNL, on the misleading reply given in the Lok Sabha, with regards to the outsourcing of the maintenance of BSNL's towers.

A question has been raised in the Lok Sabha on 07.02.2018, with regards to the outsourcing the maintenance of BSNL’s towers. While replying to this question, Shri Manoj Sinha, Hon’ble MoS(C), had replied that BSNL had floated tender to outsource the maintenance of 26,287 towers. In this reply, the Hon’ble Minster had also stated that the employees’ union has not opposed this outsourcing. Com. P. Abhimanyu, GS and Com. Ramesh Chand, Org. Secretary (CHQ), met Shri Anupam Shrivastava, CMD BSNL, today, and discussed this issue. The representatives questioned how reply was given in the Lok Sabha that, the outsourcing of maintenance of towers was not opposed by employees’ union, when this issue was not at all discussed by the Management with the unions and associations. The CMD BSNL replied that BSNL floated this tender 3 years ago, on which some private agencies have filed case in the Supreme Court. Since the case is still pending in the Court, this outsourcing has not yet been approved by either BSNL’s Management Committee or Board of Directors, and as such, the issue was not discussed by the Management with the unions and associations. When the General Secretary pointed out that the ambiguity in this reply should have been avoided, the CMD BSNL agreed with him.

Circle Executive Committee meeting of Bihar circle held.

As per the decision of the Agartala CEC meeting of BSNLEU, the Circle Executive Committee meeting of Bihar circle was held on 20th April, 2018 at Samastipur. The meeting was presided over by com M.K.Singh, circle president. After submission of the draft activities report by Com B.P.Singh, CS, Com Sunithi Choudhury, Organising Secretary (CHQ)   and all district secretaries took part in the discussion. Com  Swapan Chakraborty ,Dy GS, addressed the meeting and  explained the decisions of the Agartala CEC meeting. He spoke elobratedly on the neo-liberal policies,  struggles against the Subsidiary Tower Company, Wage Revision and other important issues.The meeting decided to implement the decisions of the Agartala CEC meeting, in Bihar circle. More than 50 circle office bearers and district secretaries attended the meeting.

Hindi translation of "Finance Ministry unconvinced to allot 4G spectrum to BSNL."

BSNL को 4G स्पेक्ट्रम आवंटित करने हेतु वित्त मंत्रालय सहमत नही...
दिनांक 28-03-2019 के न्यू इंडियन एक्सप्रेस की रिपोर्ट के अनुसार वित्त मंत्रालय BSNL को 4G स्पेक्ट्रम आवंटित करने हेतु  सहमत नही है।  अखबार की खबर के अनुसार स्पेक्ट्रम का अनुमानित मूल्य रु 13,885 करोड़ है। सरकार को प्रस्तुत अपने प्रस्ताव में BSNL ने कहा है कि इस राशि का 50% BSNL 10 समान किश्तों में भुगतान करेगा और  शेष 50% का सरकार द्वारा अपनी पूंजी (capital infusion) के माध्यम से समायोजन किया जाएगा। इसका मतलब यह हुआ कि सरकार अपनी शेयर कैपिटल में लगभग रु 6942.50 करोड़ की वृद्धि करेगी। वस्तुतः, सरकार को इस हेतु अपनी ओर से एक नया पैसा भी खर्च नही करना है। ऐसे में, वित्त मंत्री BSNL को 4G स्पेक्ट्रम के आवंटन के पक्ष में क्यों नही है ? ज्ञातव्य है कि पूर्व में नीति आयोग ने भी  BSNL को 4G स्पेक्ट्रम के आवंटन का विरोध किया है। क्या नीति आयोग और वित्त मंत्रालय इस तथ्य को भूल गए हैं कि BSNL सरकार की अपनी कंपनी है ? अब स्थिति बिल्कुल स्पष्ट है। सरकार यह कदापि नही चाहती कि BSNL का रिवाइवल हो और वह रिलायंस जियो के सुदृढ प्रतिस्पर्धी के रूप में उभरे।

BSNLEU organised an effective election campaign meeting at Nellore.

The 8th Membership Verification campaign meeting was held at the GM office, Nellore, today, the 29.08.2019. Com. Anjaneyulu , District President, presided over. Com. Venkata Reddy, District Secretary, welcomed everyone. The meeting was addressed by Com. J. Sampath Rao, AGS & CS,Telangana Circle, Com. P Asoka Babu, Circle Secretary A.P. Circle, Com. K Rama Devi, All India Vice President, K Prabhakara Rao, Circle President, P. Akbar Basha and Com. L Ramesh Babu, ACS’s AP. Circle, the leaders of AIBDPA,CITU & LIC  also attended. The leaders also explained in detail about the present financial crisis of BSNL. 4G spectrum, allotment of soft loan, land monetization, 3rd PRC and other pending demands of the Non-Executives were explained. Finally, the leaders appealed to vote enmasse for BSNLEU. A large number of comrades especially women employees from Nellore District participated.

कल BSNL मैनेजमेंट द्वारा सभी यूनियन्स और एसोसिएशन्स को  कैबिनेट द्वारा अनुमोदित रिवाइवल पैकेज का प्रेजेंटेशन दिया गया। CMD BSNL व BSNL बोर्ड के अन्य डायरेक्टर्स मौजूद थे।


प्रेजेंटेशन CMD BSNL व डायरेक्टर (HR) द्वारा दिया गया। जैसा कि प्रेजेंटेशन में बताया गया, रिवाइवल पैकेज में BSNL को 4G स्पेक्ट्रम का आवंटन, VRS का कार्यान्वयन, BSNL और MTNL द्वारा रु 15,000 के बॉन्ड जारी करना, जिसे सरकार द्वारा सार्वभौम गारंटी प्राप्त होगी, लगभग रु 20,000 करोड़ की BSNL की भूमि का मुद्रीकरण जिसकी प्राप्तियों का उपयोग ऋण भुगतान के लिए होगा और BSNL व MTNL का विलय जिसके तहत MTNL, BSNL की अनुषंगी होगी, शामिल है। VRS के संबंध में बताया गया कि 50 वर्ष से अधिक आयु के BSNL में समाहित (absorbed) सभी कर्मचारी इसका लाभ ले सकेंगे। एक्सग्रेशिया+पेंशन की राशि शेष नौकरी की समयावधि के 125% वेतन से अधिक नही होगी। यह एक्सग्रेशिया राशि सरकार द्वारा 2 किश्तों में दी जाएगी। प्रथम किश्त इस वित्तीय वर्ष यानी 2019-20 में दी जाएगी और अगली किश्त का भुगतान आगामी वित्तीय वर्ष यानी 2020-21 में होगा। ग्रेच्यूईटी और पेंशन कम्युटेशन की राशि का भुगतान वास्तविक सेवानिवृत्ति दिनांक को होगा, यानी 60 वर्ष पूर्ण करने पर। DoT से आदेश प्राप्त होने पर VRS कार्यान्वन्यन हेतु समयावधि निश्चित की जाएगी।

CHQ heartily congratulates all the employees who participated in the strike.

The one day General Strike has taken place in BSNL in a very adverse situation. The implementation of VRS and nearly 80,000 employees opting for it, has created extreme hardship for organising the General Strike. Despite all these difficulties, many circles have taken serious efforts to organise the strike. CHQ heartily congratulates all those circles. CHQ also salutes all the employees who have participated in the strike. Circle Secretaries are requested to immediately send a written report to the CHQ, on the strike. Total number of employees in the circle, number of employees participated in the strike and the campaign conducted to organise the strike may be mentioned in the report. Apart from that, the number of meetings conducted, leaflets distributed, posters printed may also be mentioned in the report. All Circle Secretaries are requested to send the report within a week.

Com.P.R. Parameswaran, Organising Secretary (CHQ), retires tomorrow.

Com.P.R. Parameswaran, Organising Secretary (CHQ), is retiring from service on superannuation, tomorrow the 31st May, 2020. Com.PRP, as he is fondly called by comrades, entered the Department of Telecom as a TOA in 1992. In the next year itself he was elected as the Branch Secretary of the TDM Office Branch. In 1994, he was elected as the District Secretary of the AITEU Class-III, Palakkad district and subsequently got elected as the District Secretary of BSNLEU in 2002. Later on, he was elected as the Assistant Circle Secretary of Kerala. In the Mysuru All India Conference of BSNLEU, held in December, 2018, Com.P.R.Parameswaran was elected as the Organising Secretary of the CHQ. Friendly attitude and helping tendency are the hallmarks of Com.PRP. With his strong commitment to the cause of the working class, we are sure that, Com.PRP will continue to be in active public life for many more years to come. CHQ heartily congratulates Com.PRP on his superannuation and wishes a long, healthy and active retired life.

Memorandum submitted to Com.Elamaram Kareem,MP and General Secretary of CITU, Kerala state.

The AUAB submitted a memorandum to Com.Elamaram Kareem, Rajya Sabha member, in his residence at Calicut. The delay in BSNL’s 4G launching as well as in it’s Revival  was explained. It is relevant to mention here that Com.Elamaram Kareem, MP, who is also the General Secretary of CITU, Kerala State, takes keen interest in the well being of BSNL. He has already raised many issues related to BSNL in the Parliament.

Inauguration of com. P. Ramamurthy Bhawan.

As already informed through our website, CITU has constructed a Trade Union Education & Research Centre at Saket, New Delhi. This Trade Union School is named after the founder General Secretary of CITU, com. P. Ramamurthy. The inauguration of P. Ramamurthy Bhawan is taking place on 15th December, 2017. The CITU has invited BSNLEU to participate in the inaugural function.

Com.N.M.Sundaram, former general secretary of AIIEA passed away.

Com.N.M.Sundaram, former general secretary of the All India Insurance Employees Association (AIIEA) passed away at Chennai yesterday. He was 80 years old. Com.NMS has immensely contributed in developing AIIEA into a militant organisation. He has also played a major role in ideologically shaping many leaders of the AIIEA. Com.NMS had deep knowledge in economics and has authored many books. He maintained close link with BSNLEU. The foundation conference of BSNLEU, held at Visakhapatnam, was addressed by com.NMS. BSNLEU has lost a great friend in the death of com.NMS. BSNLEU dips it's banner and salutes the departed leader. We also express our heartfelt condolences to his family members and comrades of AIIEU.

Punjab Circle Executive Committee meeting being held at Chandigarh.

The Circle Executive Committee meeting of Punjab circle is taking place at Chandigarh today. Com.A.K.Verma, vice-president is presiding over the meeting. Com.Balbir Singh, circle secretary welcomed everyone. Com. P.Abhimanyu,GS and Com.R.S.Chauhan, Vice-President(CHQ) are attending this meeting. Com.P.Abhimanyu, GS, reported on the decisions of the Agartala CEC meeting. He also spoke on important issues, such as Wage Revision, Subsidiary Tower Company,etc. Com.R.S.Chauhan, VP(CHQ) addressed the meeting on current issues. Thereafter, Com.Balbir Singh, CS, presented the report on activities, which included the mid-term review, on the functioning of the circle union. Followed by this, circle executive committee members are deliberating and the session is continuing.

Conduct the JAO LICE at the earliest - Demands BSNLEU.

Com.P.Abhimanyu, GS, Com. Swapan Chakraborty, Dy.GS and Com.Animesh Mitra, Vice-president (CHQ) met Ms.Smithi Chowdhari GM (FP) today, and insisted for the early conducting of the JAO LICE. The representatives pointed out that the last JAO LICE was held in July, 2016, for the vacancies upto the period January, 2016. The GM(FP) accepted the demand and assured to do the needful.
