The All India Centre meeting of BSNLEU plans to make the " Worker - Peasnt Rally " a grand success.

The CHQ has already announced it's decision to join the "Worker - Peasant Rally", ( Mazdoor - Kisan Sangarsh Rally) to be held at New Delhi on 05-09-2018. Trade unions and peasant's organisations, which are fighting against the Neo-Liberal Policies of the government, are organising this massive rally. The All India Centre meeting of the Union, held yesterday, has fixed the quota for each circle union, for mobilising workers to the Rally. Nearby circles are given the major share for the mobilisation. At the same time, all the circle unions have to fulfill their quota. CHQ is sending  letters to all the circle unions, informing about their quota. Let us make the Worker - Peasant Rally a historic success.

Comments on the Draft National Digital Communications Policy-2018

The DoT has finalised the draft Telecom Policy 2018 and uploaded the same in their website for comments. The draft policy is named as "National Digital Communications Policy- 2018". The comments are to be given online only and the last date of submission of the comments was first 25th of May, 2018, which was further extended to 1st June, 2018. BSNLEU has submitted comments online on 31st May, 2018 (see our views).

More than 100 comrades of BSNLEU participated in the the All India Convention of Central Public Sector Workers, held at New Delhi.

BSNLEU is the biggest contingent which participated in the yesterday’s All India Convention of Central Public Sector Workers, held New Delhi. Apart from the CHQ leaders, circle secretaries of Jammu &Kashmir, Himachal Pradesh, Punjab, Haryana, UP(West), UP(East), Rajasthan, Gujarat, Maharashtra, Madhya Pradesh, Karnataka, Tamil Nadu, Chennai, Odisha, West Bengal, Kolkata, Bihar, Jharkhand, Assam, NE I and  NE II took part in the Convention. Many Central Office bearers also attended the Convention. Apart from this UP(West), Haryana, Rajasthan and Punjab circles mobilised a good number of active comrades. CHQ heartily congratulates all the comrades, who tremendously participated to the call of the CHQ. After, the Convention was over, a group photo of the participants was taken, even though a good number of comrades have already left by that time.

One Day Strike against privatisation & demanding Wage Revision - All India Convention of Central Public Sector Workers decides:-

The All India convention of Central Public Sector Employees was held at New Delhi, yesterday the 30.05.2018. A presedium, consisting of the leaders of the Central Trade Union, presided over the Convention. Leaders, including com. Ashok Singh, National Vice- President, INTUC, com. Tapan Sen, GS, CITU, com. H. Mahadevan, Working President, AITUC, com. Shanmugam, GS, LPF, com. Swadesh Dev Roye, Secretary, CITU, com. Mahendar Sharma, HMS, com. P. Abhimanyu, GS, BSNLEU, com. Subhash Lamba, (Electricity) and many others addressed. Com. P. Abhimanyu, GS, briefly explained about the struggles going on in BSNL, on the issues of Subsidiary Tower Company, Wage Revision, etc. The Convention unanimously adopted a declaration, which calls for a one day strike against disinvestment / privatisation, fixed Term Employment, demanding Wage Revision to all PSU employees, without affordability condition. Date of the strike will be announced shortly.

A function was organised by the NTR circle union today, in the CTO sabhagarh, Eastern Court, to felicitate Com.R.S Chauhan. Com.P.Abhimanyu, GS, Com.V.A.N.Namboodiri, former GS, Com.Balbir Singh, President, Com. K.G.Jayaraj, GS, AIBDPA, Com. Swapan Chakraborty, Dy.GS and Com. Animesh Mitra, Vice-president (CHQ) attended the function and felicitated Com.R.S.Chauhan. A shawl and memento were presented to him, on behalf of the CHQ.

The All India Convention of Public Sector employees will be held at New Delhi Tomorrow. The Convention will start at 01.00 pm. The venue of the Convention Ghalib Institute, Opp. Matha Sundari College, ITO. Arrangements for staying / freshening-up, are made in Garhwal Bhawan, (Near Jandewalan Metro Station) for those comrades coming from outstations.

Outsourcing of Customer Service Centres- Meeting between BSNLEU and CGM NC NGN.

As regards outsourcing of the Customer Service Centres, a meeting between Com. P. Abhimanyu, GS and shri A.K. Jain, CGM, NC NGN, was held today. This meeting is in continuation of the earlier meeting, wherein the Union opposed the outsourcing of the CSCs. Thereafter, the issue was discussed in the CEC meeting of BSNLEU, held at Agartala, wherein it was decided to reject the Management’s move for outsourcing. In today’s meeting Com. P. Ahimanyu, GS, firmly conveyed to the CGM NC NGN that the outsourcing of CSCs is not acceptable and requested to drop the move.

Novel protest by Palestinian activists.

Palestinians are waging prolonged struggles against the aggression of Israel. Hundreds of Palestinians are being killed by Israeli armed forces. The US, the so called “champion of human rights”, is completely supporting Israel, in violation of all the resolutions passed by the United Nations. In this back drop, Palestinians have organised a novel protest in front of the European Parliament, at Brussels. 4,500 pairs of shoes are placed before the European Parliament. Each pair of shoes symbolises one Palestinian Killed by the Israeli forces.

Let us achieve the target of providing 36 lakh FTTH connections in 2018-19

The acute shortage in equipments, for providing FTTH connections, is being raised by our comrades time and again. BSNLEU has already written to the CMD BSNL in this regard, and has discussed also. Today, com. P. Abhimanyu, GS, raised this issue with shri A.K. Jain, CGM NC NGN. He replied that the BSNL Management has already taken action to overcome short supply of equipments. He told 1.7 lakh FTTH connections were provided in 2017-18 and Management has fixed 36 lakh as the target for 2018-19. The ARPU of FTTH is Rs.1,600, which is a significant amount. For providing 36 lakh FTTH connections, Management has taken many steps. For example, action is being taken for the procurement of OLT and ONT equipments, by the CGMs, without tenders, based on the rates prescribed in GEM portal. Further, for the last mile, cable operators are being roped in. All circle and district unions are requested to take all steps, to ensure that the target of giving 36 lakh FTTH lines are achieved in 2018-19.

Punjab circle organises an effective young workers convention at Ludhiana.

BSNLEU, Punjab circle union, organised a very effective convention of the young workers yesterday, the 27-05-2018. Punjabi Bhawan at Ludhiana was the venue. This convention was organised as per the decision of the Agartala CEC meeting. 96 young workers participated in this convention, from all the districts of Punjab circle. Apart from them, many senior leaders also participated in it. Com. A.K.Verma, circle vice-president, presided over the convention. Com.Balbir Singh, circle secretary, welcomed everyone and delivered the introductory speech. Com.P.Abhimanyu,GS, addressed the convention and elaborately spoke on the issues of the young workers, especially the DR JEs. He explained about the anti-BSNL policies of the successive governments, and the united struggles organised to save BSNL, as well as to make it financially viable. Thereafter, representatives of the young workers spoke on the problems being faced by them, especially transfer related. Later on, the General Secretary and the Circle Secretary, replied to the queries raised by them. The convention concluded with a very confident note.

BSNLEU held meeting with shri Saurab Tyagi, GM (Estt.) to review the pending issues.

Com. P. Abhimanyu, GS, Com. Swapan Chakraborty, Dy. GS and Com. Animesh Mitra, Vice- President (CHQ) met shri Saurab Tyagi, GM (Estt.) today, and reviewed the status of certain important pending issues. The details are as follows:-

 

  1. Wage revision

The Establishment Branch of the Corporate Office is the nodal branch in the matter of Wage Revision. The Union enquired about the status of formation of the joint committee for negotiating wage settlement. The GM (Estt.) replied that file in this regard has already been moved to the CMD BSNL. Further, he wished to know about the procedure adopted for revision of wages w.e.f. 01.01.2007. The Union representatives shared their experiences with him. They also solicited the best co-operation of the Establishment Branch for the forthcoming wage revision, which he assured.

 

  1. Granting 1st promotion under NEPP, to the RMs who were conferred with Ty. Status.

The GM (Estt.) replied that inputs are still awaited and requested the Union to help in getting the inputs from left out circles.

 

  1. Issuing of POs to the TSMs, who directly became Telecom Technicians:-

For this issue also the GM (Estt.) replied that the cases could not be forwarded to the DoT, for the issuing of POs, since inputs are yet to be received from some circles.

 

Regarding the above two items, the Union demanded the names of those circles which have not sent the requisite information, so that action could be taken through the circle unions, for making the CGMs to send the inputs to the Corporate Office. The GM (Estt.) accepted this proposal.

 

  1. Stoping illegal recovery of arrears of employees contribution of EPF.

As regards the case of com. Omprakash Jaiswal OS, CGM office, Hyderabad, the GM (Estt.) stated that the Corporate Office has not received any representation. The Union assured that the related papers would be handed over soon.

 

  1. Downgradation of Sr. TOAs from 7100 to 6550 pay scale.

This case has already been rejected by the GM (Estt.) in the earlier discussion. In today’s meeting, the Union informed that some of the affected officials have expressed their willingness to forego any arrears, that will become accrued on account of settlement of this issue. The Union asked why can’t such cases be considered, when the Company need not spend any money. The GM (Estt.) once again replied that to settle this issue, approval of the BSNL’s Board of Directors, as well as the DoT is required, which is not possible.

Meeting with shri S.K. Sinha, GM (Admn.) regarding curtailment of the existing medical facilities.

Com. P. Abhimanyu, GS, Com. Swapan Chakraborty, Dy. GS and Com. Animesh Mitra, Vice- President (CHQ) met Shri S.K. Sinha, GM (Admn.) today and discussed about the Management’s proposal to curtail the existing medical facilities. The Union strongly demanded that the Corporate Office should immediately issue letter, to extend the payment of cash without voucher to the retired employees beyond the initial 6 month period. The GM (Admn.) agreed to look into it. The Union also demanded that the ceiling for outdoor treatment should be restored from 23 days to the earlier limit of 25 days. The GM (Admn.) replied that this issue needs to be discussed with the top management.

NITI Aayog recommends the sale of MTNL's tower business - A clear warning to BSNL employees.

The All Unions and Associations of BSNL (AUAB) has been consistently telling that, the whole idea of the government to form BSNL’s Subsidiary Tower Company, is to privatise it. Soon after the Subsidiary Tower Company is made operational, disinvestment will start through inducting a strategic partner. Thereafter, it will not take long time for the government to privatise the Subsidiary Tower Company. But, still there are some people in BSNL, who do not believe this. What is going to happen in MTNL should serve as an eye opener to such people. Media reports say that, the NITI Aayog has already recommended to the government that, MTNL’s towers should be hived off to a separate company and there after it should be privatised. It is now proved beyond doubt that, the struggle of the AUAB against the Subsidiary Tower Company is 100% justified.

NITI Aayog's recommendation on privatising MTNL's tower business.

Today’s Times of India has reported the decision of the NITI Aayog about privatising MTNL’s tower business. We reproduce the same hereunder:-

 

“The panel (read NITI Aayog), headed by economist Rajiv Kumar has also recommended that government should begin selling assets in MTNL, once a top state-run company, which is now the third-biggest loss maker behind BSNL and Air India. The proposal is to hive off the telecom PSU’s towers into a separate company and sell off the entity. An outright stake sale has not been proposed, given the large real estate holdings.”

NITI Aayog has not recommended the disinvestment / privatisation of BSNL for the time being.

The NITI Aayog has recommended disinvestment / privatisation of 11 Public Sector Companies including BHEL, MTNL, Ashok Hotel, etc. Media reports also say that, the NITI Aayog is considering disinvestment through the strategic sale route, of 50 Public Sector companies. As regards BSNL, today’s Times of India says as follows:-

 

“Surprisingly, NITI Aayog has not given any roadmap for BSNL, that reported loss of around Rs. 4,800 crore in 2016-17.”  

 

Since the Non-Executives and Executives of BSNL are continuously conducting militant struggles against disinvestment / privatisation of BSNL, under the leadership of the AUAB, the NITI Aayog is reluctant to touch BSNL. However, if our struggles stop, then the day of BSNL’s privatisation will also come. Hence comrades, let us mobilise each and every Non-Executive and Executive of BSNL, in to the struggles called on by the AUAB.

All India Convention of Central Public Sector Workers - Circle Secretaries to note please.

It is already informed through the CHQ circular and the website that, an All India Convention of Central Public Sector Workers is being held at New Delhi on 30.05.2018. This convention is going to take important decision with regards to the vital issues of wage revision and disinvestment / privatisation in Public Sector. CHQ has already allotted quota to various circle unions for mobilising delegates to this convention. It is intimated that the convention will be held from 13:00 hrs. to 17:00 hrs. on 30.05.2018. Venue of the convention is Ghalib Institute, opposite to Mata Sundri College, ITO. All comrades are requested to reach the venue on time.

Humanity is bigger than religion.

Today’s Times of India has reported that a Muslim man from Gopalganj district, Bihar, broke his roza (fasting) to save the life of an 8 year old Hindu boy. The boy, Punit by name, is suffering from Thalassemia for the past 7 years. He needs blood transfusion once in every 15 days. So far, friends and relatives of the boy’s family were donating blood. On last Tuesday, Punit suddenly experienced a drop in his haemoglobin level and required immediate blood transfusion. There was no one to donate A +ve blood to him. Alam Jawed, is a clerk working in the District Education Office, who is a member of the District Blood Donors’ team, with A +ve blood group. When Punit’s father approached Alam Jawed for blood donation, he willingly came forward to donate his blood. For this, he had to break his roza (fasting). “Believing in religion is one thing, but humanity is a bigger thing”, said Alam Jawed after donating blood. At a time when some people are becoming mad in the name of religion, and killing each other, there are good hearted people like Alam Jawed, who consider that humanity is bigger than religion.
