द पब्लिक इंटरप्राइजेज सिलेक्शन बोर्ड (PSEB) द्वारा आज अपनी मीटिंग में बीएसएनएल के भावी सीएमडी के रूप में श्री पी के पुरवार के नाम की अनुशंसा की गई। श्री पी के पुरवार वर्तमान में सीएमडी एमटीएनएल हैं। यहां यह बताना प्रासंगिक होगा कि सीएमडी एमटीएनएल बनने के पूर्व वें बीएसएनएल के जीएम (सीए) के रूप में कार्य कर चुके हैं।

CHQ is getting a lot of queries with regards to the rumours about reduction of the retirement age from 60 to 58. CHQ is aware that serious discussions are going on at the government level, on this matter. BSNLEU, in it’s letter, written to Shri Ravi Shankar Prasad, Hon’ble MoC & IT on 06.06.2019, has demanded that the assurance given by the government, at the time of formation of BSNL, should be honoured. The assurance given in the year 2000, about retirement age is that, only Government Rule would be made applicable to BSNL. As per the existing government rule, retirement age is 60. We hope that the government will honour it’s assurance given in the year 2000. Hence, we request the members not to get panicky.
The 8th Membership Verification campaign meeting was held at GM office, Kadapa on 28.08.2019. Com. Sudhakar, District President, presided over. Com. A Subba Rao, District Secretary, welcomed everyone. The meeting was addressed by Com. J. Sampath Rao, AGS & CS,Telangana Circle, Com. P Asoka Babu, Circle Secretary A.P. Circle, P Akbar Basha and Com. L Ramesh Babu, ACS, AP. Circle. The leaders addressed the meeting and explained about 8th membership verification, the financial revival of BSNL, Wage revision, Pension revision, Land monetisation, VRS, 58 years, etc., a large number of comrades from Kadapa District participated in this meeting.
A meeting has been arranged by the DoT, wherein Shri Ravi Shankar Prasad, Hon’ble Minister for Communications, will be meeting the unions and associations of BSNL at 03:00 pm on 04.11.2019. It is expected that, the revival package of BSNL, recently approved by the Cabinet, will figure in the discussion. The details will be communicated to the members soon after the meeting is over.
The Supreme Court rejected yesterday, the petitions of Vodafone Idea, Airtel and Tata Teleservices, for a review of the judgement of the Apex Court delivered on 24.10.2019. By this judgement, the Supreme Court widened the definition of the Adjusted Gross Revenue (AGR), based on which licence fee and spectrum usage charges are being calculated. As a result of this judgement, Vodafone Idea, Airtel and Tata Teleservices have to pay Rs.53,000 crore, Rs.35,000 crore and Rs.19,000 crore respectively, more to the government. Vodafone Idea has already announced that it would shut down it’s operations in India, if it did not get relief from the Supreme Court judgement.

As per the call of the CHQ of BSNLEU, Contract Workers Relief Fund was collected in Ludhiana district. Along with BSNLEU, comrades of AIBSNLEA and AIGETOA also participated in the collection. Totally, Rs.1.75 lakh was collected as donation in Ludhiana district. Distribution of relief, in the form of food materials, has started now. Relief materials were jointly distributed to 60 contract workers yesterday, by BSNLEU, AIBDPA, AIBSNLEA and AIGETOA. Each worker received food materials worth Rs.1,400/-. Com.Avatar Singh Jhande, DS, BSNLEU, Shri Charan Das, PGMT, Ludhiana, Com.Balvinder Singh, CS, AIBDPA, office bearers of AIBDPA, AIBSNLEA and AIGETOA participated in the programme.
The AUAB leaders submitted memorandum yesterday to Shri Pon. Gowtham Sigamani, Lok Sabha member from Kallakurichi in Tamil Nadu circle. The AUAB leaders explained how BSNL’s 4G launching and it’s revival are being delayed and sought the intervention of the MP for the early solution of these issues.
Com. P. Abhimanyu, GS, Com. Balbir Singh, President and Com. John Verghese, AGS, in their discussion with Shri Y.N. Singh, GM (BFCI) today, expressed their unhappiness about the Corporate Office’s direction to the circles, to reduce the strength of contract workers, as a measure of curtailing expenditure. The GM (BFCI) explained that last year, BSNL’s revenue has gone down by Rs.6,000 crore, and also the DoT has imposed a ban on BSNL’s taking bank loans for operational expenditures, which have warranted reduction in the strength of contract workers. The representatives suggested that the Company needs to reduce it’s expenditure on electricity, car rental, etc., instead of reducing the strength of contract workers. This issue will be further discussed at the higher levels of the Management.
The CHQ calls upon the circle and district unions to celebrate this year’s May Day enthusiastically, and in a befitting manner. Huge concessions to the corporates, severe attacks on the Public Sector, scuttling of the hard-won trade union rights, etc., are the Hall marks of the present day government. Communal poison is being spread to break the unity of the working masses. Strengthening of our unity and sharpening of our struggles are the need of the hour. Shri Piyush Goyal, Union Railway Minister, was heckled at by railway men at Lucknow, on 16th November,2018. The minister was addressing a convention of the Northern Railway Mazdoor Union (NRMU), affiliated to the All India Railwaymen’s Federation (AIRF). The railway employees were aggrieved by the implementation of the retrograde New Pension Scheme (NPS), exploitation of workers in the name of apprenticeship. Addressing the convention of the NRMU, Shri Piyush Goyal justified the apprenticeship system and made a remark that the railway union leaders are misguiding the youth, in the matter of regularisation of apprentices. Irritated by the remarks of the minister, the railwaymen started shouting slogans and rushed to the dias. Slogans like “Railway Manthri murdabad” were raised. Flower pots were thrown at the minister. As a result of this, the Minister abruptly stopped his speech and he was taken away by the police. The system of apprenticeship is a worst kind of exploitation of labour. Lakhs of highly educated youngsters are engaged as apprentices for years together, and they are being paid a very paltry amount as wages. When the Minister justified this exploitation, the railwaymen naturally got annoyed.
A meeting was held today between the AUAB and Shri Anshu Prakash, Additional Secretary(Telecom). AUAB representatives in the Committee for Periodic Interaction, Com.P.Abhimanyu, GS, BSNLEU & Convenor, AUAB, Com.Chandeshwar Singh, CS, NFTE & Chairman, AUAB, Com.K.Sebastin, GS, SNEA and Com.Prahlad Rai, GS, AIBSNLEA, participated.From the DoT side, Shri R.K. Khandelwal, Joint Secretary(Admn.) Shri S.K. Jain, DDG (Estt.), Shri Rajeev Kumar, DDG (Budget), also participated. Ms. Sujata T. Ray, Director (HR) and Shri A.M. Gupta, GM(SR), represented BSNL. Detailed discussion took place on the 3rd Pay Revision, 4G spectrum, Payment of Pension Contribution on actual basic pay and Pension Revision issues. As regards the 3rd Pay Revision, in today's meeting, the DoT side offered Pay Revision with 5% fitment. If the AUAB accepted that, then this issue would be placed for the approval of the Digital Commission ( erstwhile Telecom Commission) meeting, to be held on 05-02-2019, and that thereafter it would be taken for the approval of the Cabinet, said the DoT side. The AUAB stated that 5% fitment is very low and that they could not accept it. Thereafter, the AS(T) suggested that the AUAB representatives could discuss the issue with the CMD BSNL and could come back to him within a day or two. It may be recollected that in the meeting held on 03-12-2018, the Honourable Minister of State for Communications had stated that 3rd Pay Revision with 15% fitment was not possible. Further, in the last meeting held with the Additional Secretary (Telecom), 3rd Pay Revision with 0% fitment was offered by the DoT side.
The PMO has conducted a meeting yesterday, with regards to BSNL and MTNL. Nothing is known about the outcome of the meeting. However, many wonderful messages are being spread through the Whatsapp, by rumour mongers, about the decisions taken in the meeting. These are all nothing but fake news. Our comrades are requested not to believe or spread these rumours..
As per the Corporate Office letter on 8th Membership Verification, the General Secretary of BSNLEU has to submit the list of it’s circle representatives, by 15.07.2019, to the CGMs. The GS, BSNLEU, has submitted this list to the Corporate Office today. Copy of this letter is sent to the circle secretaries by Whatsapp also. All the circle secretaries are requested to hand over a copy of this letter to their concerned CGM. Further, the circle secretaries are also requested to nominate the SSA level representatives to the concerned SSA Head.
A well attended election campaign meeting was organised at Allahabad yesterday the 30.08.2019. Com.R.N. Yadav, District President, presided. Com.Rama Shankar, District Secretary, welcomed everyone. Com.P.Abhimanyu, GS, addressed the meeting and explained about the ongoing developments related to BSNL’s financial revival, BSNLEU's line of approach on the issue, and issues taken up and settled by BSNLEU in the last three years. Com.K.R. Yadav, Acting Circle Secretary and Com.Nithyanand Mishra, ACS, also addressed the meeting. The gathering responded positively to the speeches of the leaders.
Implementation of VRS in BSNL and MTNL is one of the aspects of the revival package approved by the Cabinet on 23.10.2019. Shri Ravi Shankar Prasad, Hon’ble Minister for Communications, informed the media persons on the same day that, implementation of VRS in BSNL & MTNL will be purely voluntary, which means no one will be forced to go on VRS. However, efforts are being made by the BSNL Management to create panic among the employees and force them to go on VRS. The speech delivered by Shri P.K. Purwar, CMD BSNL, on 25.10.2019, at the BSNL Corporate Office is aimed at creating panic among the employees. Shri P.K. Purwar has made that reckless speech, without knowing the dedication and work culture of the BSNL Executives and Non-Executives who have voluntarily implemented schemes like “Customer Delight Movement”, “Service With A Smile” and “BSNL At Your Door Steps”, to improve BSNL’s quality of service, revenue collections and customer satisfaction. Hence, Shri P.K.Purwar’s speech has received all-round condemnation. Further, we wish to point out that in the revival package approved by the Cabinet on 23.10.2019, which was published in the Press Information Bureau (PIB), there is no mention about reduction of retirement age from 60 to 58. However, efforts are being made to create panic among the employees, by spreading rumours that 58 years will also be implemented in BSNL. We have already made it clear that at the time of formation of BSNL, the Cabinet has given categorical commitment about retirement age of BSNL employees, which will be as per government rules. Hence, employees need not become panicky. We will also not allow the Management to compel any employee to go on VRS, by creating panic.
Com.B.Narayan Rao, one of the founding leaders of BSNLEU in Karnataka circle, passed away at 12:00 hrs. today. He was 80 years old and had been unwell for some time. Com.B.Narayan Rao hosted the first Karnataka Circle Conference BSNLEU at Mangaluru. He had been participating in the activities of CITU also in Dakshina Kannada district and coordinated between BSNLEU and CITU. CHQ pays it's respectful homage to Com.Narayan Rao and conveys it's heartfelt condolences to the family members and friends of the departed leader.
